STRIKE is CEIF's methodological architecture. It integrates six sequential phases, from system scoping to strategic execution, with foresight as the central thread at every stage.
An architecture, not a linear process
STRIKE is not a checklist or a one-time sequence of steps. It is a methodological architecture: a set of phases with their own logic, specific tools, and application criteria that allow organizations and institutions to address complex problems with long-term vision.
CEIF developed STRIKE as its core framework because strategic foresight requires more than scenario techniques: it requires a structure that integrates systems analysis, conceptual reframing, epistemic challenge, and adaptive execution.
Strategic foresight is not a phase within STRIKE: it is the connective thread across all of them. Every stage is designed to generate long-term insight, not just a diagnosis of the present.
Phase R (Reframe) separates STRIKE from other frameworks: no strategic planning process incorporates a mandatory deep-reframing step before designing scenarios.
Phase K (Knowledge Challenge) institutionalizes dissent as a methodological obligation. Conclusions are not validated: they are subjected to deliberate refutation before becoming the basis for action.
The STRIKE chain
Defines the boundaries of the system under analysis: actors, variables, time horizons, and problem perimeter. Without this initial framing, foresight analysis loses focus.
3 toolsIdentifies structural trends, weak signals, and disruptive events that could reshape the system. Includes STEEP+ analysis and emerging horizon scanning.
4 toolsDeconstructs the problem through its deep layers using Causal Layered Analysis (CLA). Prevents the analysis from staying at surface symptoms and forces a reframe before moving to scenarios.
3 toolsBuilds plausible scenarios from critical uncertainties. The goal is not to predict: it is to expand the range of the possible so that strategy remains robust across different futures.
4 toolsSubjects scenarios and conclusions to deliberate refutation. Inspired by the Tenth Man principle, this phase makes dissent an institutional obligation rather than an exception.
3 toolsTranslates validated scenarios into strategic initiatives, roadmaps, and adaptive monitoring mechanisms. Execution in STRIKE is iterative: the system is revisited as the environment changes.

The STRIKE methodology — Scope, Track, Reframe, Imagine, Knowledge Challenge, Execute — is an original methodological development of the Centro de Estudios de Impacto Futuro (CEIF). Its name, structure, phases, tools, and associated documentation are protected by Peruvian intellectual property law (Legislative Decree 822) and applicable international treaties (Berne Convention, TRIPS).
Citation with attribution to CEIF is permitted in academic and research contexts. Teaching, licensing, or commercializing the methodology without written authorization from CEIF is expressly prohibited, as is presenting it as one's own, modifying it without a prior institutional agreement, or reproducing its tools or training materials without permission.
